This 600,000 s.f., $45 million structure, including a 600 car parking deck, accommodates all functions of the Illinois State Revenue System.
The three story processing structure of poured concrete, split at the longitudinal center line by a 30' light well, serves as a base on which rests two four-story reflective glass clad administrative towers, connected by bridges, tented at the entry and roof service areas by a trapezoidal skylight structure, which organizes the elements and creates the dramatic geometry of the complex.
Each floor of the base structure is terraced with planters to create scale compatible with that of the surrounding buildings and the community in general. The trapezoidal atrium symbolically connects production with administration. The skylight's landscaped circulation spine organizes various elements, including the parking structure, and provides natural light at the center of an otherwise potentially oppressive workspace. Through computerized energy management, atrium heat reuse, natural ventilation, appropriate insulation and natural lighting, only 56,000 BTU per s.f. per degree day is required; 3.5% below the 58,000 BTU objective of the client.
The massive structure with terrace planters and landscaping creates the low profile base on which the monumental towers and atrium assert the appropriate image of a governmental building.
